Laimonas Talat-Kelpša is a Lithuanian diplomat with almost three decades of service in foreign and security policy. He currently serves as Ambassador of Lithuania to the Kingdom of the Netherlands, a position he has held since April 2026.
He studied Political Science at Vilnius University and further broadened his academic experience through the Erasmus/Socrates Exchange Programme at the University of Oslo.
He later earned a master’s degree in Comparative Politics from Vilnius University’s Institute of International Relations and Political Science. This academic foundation led naturally into public service: he began his career in the Office of the President as the President’s foreign policy speechwriter.
He subsequently joined the Ministry of Foreign Affairs. His other senior appointments have included Minister Plenipotentiary at the Lithuanian Embassy in Georgia, Foreign Policy Adviser to the Prime Minister, Ambassador-at-Large, Foreign Secretary, etc. He has represented Lithuania as Ambassador to India and the Czech Republic as well.
His service has been recognized with distinctions including the Georgian Order of Honour and Lithuanian awards related to the country’s path to NATO membership. Talat-Kelpša has written on political institutions, crisis management, strategic policy-making, and democratic governance.
Besides Lithuanian, he speaks English and Russian, and has basic knowledge of Norwegian, French, Czech, Polish, Georgian, and Hindi. He is married to Alina Taluntytė, a journalist and editor, for nearly 30 years.
