Bio
Jorge Heine is a lawyer, diplomat and IR scholar specializing in the international politics of the Global South. He is currently a non-resident fellow at the Quincy Institute for Responsible Statecraft in Washington D.C. and an honorary professor at the Institute of International Studies of the University of Chile. He was previously a research professor at the Pardee School of Global Studies (2019-2025) at Boston University.
He has served as a Cabinet minister in the Chilean Government, and as Ambassador to South Africa, India and China. A past VP of the International Political Science Association (IPSA), he was the CIGI Professor of Global Governance at Wilfrid Laurier University from 2007-2017.
He has held visiting appointments at the universities of Konstanz, Oxford, Paris and Tsinghua, and postdoctoral fellowships from the Guggenheim Foundation, the Wilson Center, The Center for International Governance Innovation and the UN’s ECLAC.
He has published 18 books, including The Non-Aligned World: Striking Out in an Era of Great Power Competition (Polity Press, 2025); Latin American Foreign Policies in the New World Order: The Active Non-Alignment Option (Anthem Press, 2023, 2024); and The Oxford Handbook of Modern Diplomacy (Oxford University Pres, 2013, 2015).
His book The Last Cacique: Leadership and Politics in a Puerto Rican City (Pittsburgh University Press, 1994), was selected by Choice Magazine as an Outstanding Academic Book of 1994.
In 2012 He was the first chair of the jury for the Luciano Tomassini Award for the best book on Latin American IR given by the Latin American Studies Association (LASA), the leading world-wide association of Latin Americanists. At Boston University’s Pardee School, he received the 2023 Adil Najam Prize for Advancing the Public Understanding of Global Affairs.
